The Multi-Party Agreement

Partners involved in Vancouver’s bid to host the 2010 Olympic Winter Games and Paralympic Winter Games signed a comprehensive Multi-Party Agreement (MPA) on November 14, 2002. The agreement established how each signatory would contribute to a successful Winter Games.

This marked the first time such an accord had been finalized as part of a Games bid, and prior to an Olympic and Paralympic Games being awarded to a host city.

The MPA establishes a clear understanding of the roles and working relationship of all signatories and the contractual arrangements between them. It addresses a range of issues including financial contributions, legal responsibilities, and the sport legacies of the Games.

Signatories to the Multi-Party agreement include:

The MPA commits the Government of Canada to providing essential government services under federal responsibility, as well as capital funding and a facility legacy to be matched by the Province of British Columbia.

The MPA also safeguards other commitments where the Government of Canada shares jurisdictions with the Province of British Columbia in services required to support the Games, most notably in the areas of security and public safety.
